With quicker reaction times and safer practices, the new alliance enhances the Hayat program. Dubai: To support the National Program for Donation and Transplantation of Human Organs and Tissue, or “Hayat” program, the Ministry of Health and Prevention (MoHAP) and Dubai Police have inked a historic Memorandum of Understanding (MoU). Major General Ahmad Thani bin Ghalita, Director of the General Department of Forensic Science and Criminology at Dubai Police, and Dr. Amin Al Amiri, Assistant Undersecretary for the Health Regulation Sector at MoHAP, were present when the Memorandum of Understanding was signed at Dubai Police Headquarters. The ceremony was also attended by advisers and senior officials from both organizations.
Through a groundbreaking model of institutional integration, emergency response mechanisms, and improved safety and transparency in operations, the alliance hopes to revolutionize the organ donation system and eventually save more lives. Increasing community awareness, creating a cutting-edge digital platform to facilitate coordination, and educating specialized medical staff are the main goals of collaborative efforts. Additionally, the initiative aims to instill organ donation as a communal value that reflects the unity and solidarity at the core of Emirati society.
The MoU’s structure
In accordance with the agreement, both organizations will form cooperative committees and task forces, carry out precise action plans, and carry out organ donation-related scientific research. Along with taking part in regional and global medical conferences to share knowledge and best practices, they will also work together on awareness campaigns, professional development programs, and educational projects.
Vision for strategy
According to Dr. Al Amiri, the collaboration is in line with MoHAP’s plan to improve intergovernmental collaboration in healthcare as well as the Year of Community efforts. He continued, “This partnership reflects the UAE leadership’s vision to build a human-centered model of sustainable development prioritizing people’s quality of life.” He emphasized that improving coordination between government agencies is essential to attaining healthcare excellence and bolstering the Hayat program to fulfill its lofty objectives. Artificial intelligence technology will continue to enhance organ donation results, encourage healthy lifestyles, and boost awareness efforts. Hayat has developed into a comprehensive national initiative that combines humanitarian principles with top-notch medical knowledge.
Dr. Al Amiri stated, “It functions within an integrated system that guarantees the highest standards of efficiency and quality in organ donation and transplantation.” With a comprehensive program based on the culture of generosity, he continued, the UAE has emerged as a regional and international leader in organ donation.

Major General Bin Ghalita emphasized that backing the Hayat program reflects the UAE’s objective of a caring and unified community and goes beyond institutional obligation. He stated, “Dubai Police see this collaboration with MoHAP as an extension of our societal mission and a contribution to a national initiative that embodies our highest humanitarian values.”
In accordance with the strictest professional standards, he continued, the police are fully mobilizing technical, human, and logistical resources to enable the quick and safe transportation of organs. According to Bin Ghalita, the collaboration is a calculated move to improve Dubai Police’s preparedness for critical humanitarian situations that call for high-level cooperation with national organizations. He stated, “Dubai Police operate within a precise framework that employs field capabilities and smart technologies to support the program’s objectives in accordance with world-class standards.”
