Saudi Arabia punishes 17 recruitment agencies for breaking labor laws

Eleven licenses were withdrawn and six offices were suspended due to violations. Dubai: In an effort to strengthen monitoring of the industry and protect the interests of all stakeholders, Saudi Arabia’s Ministry of Human Resources and Social Development has penalized 17 recruitment offices for breaking labor laws. Following a series of inspections carried out in the fourth quarter of 2025, six offices were immediately suspended, and eleven others had their licenses terminated for neglecting to correct breaches within the allotted grace period.

The government claims that the violations included failing to address consumer concerns, non-compliance with recruitment regulations, and delays in reimbursing financial obligations. The actions are a part of a larger plan to increase labor market compliance, enhance service quality, and foster a more open and organized workplace. The ministry declared that it will keep an eye on recruitment offices and apply sanctions if needed. Additionally, it encouraged recipients to utilize the Musaned platform, which provides facilities for service review and complaint tracking in addition to facilitating electronic contracting with approved providers.
