Response time, preparedness, and coordination in difficult terrain are tested in a multi-agency practice. UAE Civil Defence has carried out a statewide strategic emergency exercise in partnership with Etihad Rail and the Ministry of Interior, as part of continuous efforts to increase national readiness and enhance coordination among emergency response agencies. A high degree of inter-agency cooperation was demonstrated by the extensive exercise, which brought together numerous authorities and public departments, Civil Defense units from across the nation, federal entities, and strategic partners.
The exercise, which was intended to test response time and operational readiness, concentrated on evaluating capabilities and resources while bolstering leadership teams’ command, control, and coordination systems to guarantee efficient assistance and quick decision-making during emergencies.
Rail incident simulation
A realistic simulation of a passenger train incident in rough mountain terrain close to a tunnel entrance was carried out by Etihad Rail as part of the exercise. As the train traveled through a remote area, thick white smoke was discharged to simulate a fire and mechanical breakdown, creating a “hot zone” with poor vision and challenging access.
Heavy-duty fire engines, high-mobility rescue vehicles that can navigate rocky slopes, and search-and-rescue helicopters that provide aerial monitoring and medical evacuation support were among the specialized assets that were quickly mobilized by Civil Defense, National Ambulance, police, and security teams. Coordination and cutting-edge technologies The operation relied heavily on cutting-edge technologies. Responders were able to recover casualties from smoke-filled locations without endangering staff by using a remote-controlled tracked robot. Real-time monitoring of hot, warm, and cold zones was made possible by digital command-and-control systems, which guaranteed exact coordination between rescue workers removing injured people from train cars, K9 units guarding the perimeter, and firefighting squads.
Senior representatives from Etihad Rail and the Ministry of Interior watched the exercise, which ended with a thorough debriefing with participating agencies to assess performance and pinpoint areas for development. According to officials, the exercise highlights the UAE’s dedication to upholding top-notch safety standards as it continues to develop its national rail network and strengthens the nation’s capacity to effectively handle emergency circumstances.
