Kerala Becomes India’s First Fully Digitally Literate State

Kerala has achieved a historic milestone by becoming the first state in India to attain 100% digital literacy. Chief Minister Pinarayi Vijayan officially announced the achievement on August 21, 2025, in Thiruvananthapuram. The state’s success is credited to the “Digi Keralam” initiative, launched in 2023, which aimed to provide digital skills to citizens of all ages, helping them navigate technology confidently.

The program involved over 2.5 lakh volunteers, including members of Kudumbashree, the National Service Scheme (NSS), and local government bodies, who trained residents across the state. Notably, even centenarians, such as 105-year-old M.A. Abdullah Maulavi from Perumbavoor, participated in learning digital tools, showcasing the initiative’s inclusive approach. The project focused on practical digital skills, making technology accessible to everyone from students to senior citizens.

Digi Keralam was rolled out in three phases, covering information gathering, training, and formal recognition of literacy. With this foundation, the state plans a second phase to digitize essential citizen documents, integrate them with DigiLocker, and promote cyber safety awareness. Kerala’s achievement builds on its long history of prioritizing literacy and education, setting a benchmark for other states aiming to bridge the digital divide.
